Chele was a 1975 graduate of the University of Washington law school. At the time of her death in 1989, Moquin was a member of the Law School Alumni Association board and practiced at Miller Nash.

Family and friends of Chele established the E. Michele Moquin Scholarship  fund in 1994.  Awards from the fund benefit law students representing ethnic and cultural minorities.

Chele is buried at Mt. Pleasant Cemetery in Seattle.
